    A glossary of constitutional terms / Jill Cottrell & Surya Dhungel. - Stockholm : International IDEA, 2008. - 116 p. Nepal is at a critical juncture and is poised to debate about and draft a new constitution through a constituent assembly and to strengthen the nation's commitment to the rule of law. While debating and constitution making amount to political action, drafting a constitution and its supporting laws are more technical processes, which are no less important. So care must be taken while drafting a new constitution. Constitutions are legal texts and must be written in a style that is objective, clear and precise. To reflect the intentions of the law makers, drafters of constitutions and other laws must understand the full meaning of legal terms and the implications that the words used will have and then use the clearest words and formulations consistently. As legal texts are reference documents and normative guides, the words and formulations used in legal texts must be chosen with care, knowing that they will be subject to review and interpretation over time. Today the drafting of a constitution and supporting laws calls for a special style of writing that can be understood by ordinary people and not only by select groups of judges and lawyers. Many legal terms, initially developed through Latin-based languages, literally get lost or mangled in translations, or are defi ned by varied users in differing contexts, creating ambiguity and confusion. International IDEA seeks to support the constitutional process in Nepal through the development of this glossary of constitutional and legal terms. The purposes of this glossary are threefold: to establish Nepali equivalents of English constitutional terms, to standardize Nepali terminologies and to contribute to the development of plain language drafting of legal and constitutional texts at this critical juncture. This glossary is the product of the wonderful teamwork undertaken by Nepali translators and constitutional experts. A number of constitution-related words have emerged during the last couple of years in the Nepali political discourse. The team debated and deliberated on these words, their proper application and recorded them in this glossary with a view to standardizing them and ensuring consistency of practice and understanding. Besides the glossary, another important consequence of this exercise in translation was the creation of a network of translators working on the same topics and themes.

    The Afghanistan Research and Evaluation Unit (AREU) is an independent research organisation headquartered in Kabul. AREU's mission is to conduct high-quality research that informs and influences policy and practice. AREU also actively promotes a culture of research and learning by strengthening analytical capacity in Afghanistan and facilitating reflection and debate. Fundamental to AREU’s vision is that its work should improve Afghan lives. AREU was established in 2002 by the assistance community working in Afghanistan and has a board of directors with representation from donors, UN and other multilateral agencies, and non-governmental organisations (NGOs). Current funding for AREU is provided by the European Commission (EC), the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children's Fund (UNICEF), the World Bank, and the governments of Denmark, Norway, Sweden, Switzerland and the United Kingdom. AREU's predecessor, the Strategic Monitoring Unit (SMU), was first envisaged as part of the UN's 1998 Strategic Framework for Afghanistan. It was thought that the development of an independent, analytical unit could provide the capacity to "help the assistance community measure progress against strategic objectives" and to document "how principles are being applied on the ground." There was broad support from the assistance community for the creation of such a unit and in 2000, the SMU was established with a board of directors of equal UN, NGO and donor representation. The dramatic developments of 2001 and their impact on the nature of assistance work in Afghanistan led to a decision by the Afghanistan Programming Body (APB) in February 2002 to refocus SMU's work towards research and evaluation. The unit's name, mission and activities were changed to reflect this shift. Today, AREU has evolved from a small research unit to a mid-sized organisation by expanding its research programmes, core activities, and staff levels.

    'This paper summarizes the methodological strategies and choices employed in an ongoing research project in Indonesia. The project seeks to (a) understand the trajectories that local level conflicts take, and the factors that lead to resolution, stalemate, or escalation; (b) examine the impact of the Kecamatan Development Project (KDP), a massive World Bank-financed community-driven development project, on the ability of communities to manage conflict; and on that basis (c) make recommendations to those designing and implementing related community-driven development and conflict mediation projects in Indonesia (and, where relevant, elsewhere). Because the aim of the KDP and Community Conflict Negotiation Study is to uncover program impacts, it grapples with the difficult empirical task of generating evidence to support causal inference. Beyond measuring any changes in conflict management capacity, the evaluation seeks to directly attribute those changes to their causal sources, disentangling direct and indirect KDP program effects from other forces.'     Recognising the lack of adequate data on trafficking, IOM launched a pilot research project to identify “best practice” in data collection on trafficking, and to prepare a situation report by government agencies in four ASEAN member countries (Cambodia, Indonesia, the Philippines and Thailand). This extensive report presents the findings of that research. The report looks at the data presently available from government sources in the four countries studied and highlights some of the issues that need to be addressed in order to improve data on trafficking over time. The report discusses lessons learned from the country studies, including common challenges facing each of the four countries. Key recommendations include: * countries need to use the definition of trafficking in the UN Trafficking Protocol as the regional standard for collecting data on trafficking * countries need to establish a mechanism for the collection of qualitative and quantitative data to prevent trafficking in persons, especially women and children, and to prevent victims of trafficking from re-victimisation * coordination and cooperation on data collection needs to be improved at the regional level by establishing a “focal point on trafficking data collection” within each country * templates for data collection need to be developed
