Lau studies global climate policy in a comparative perspective with Japan, China, the EU and USA as his cases. Theoretically he works with the eclectic part of the new-institutionalism (Hall & Taylor) focusing on the organisational field, field frames, and an explicit concept of power based on Bordieus ideas of field.
The Ph.d.-project focuses on the creation of the global climate institution, understood as the creation of common global rules, norms, and understandings within the system of UN (UNFCCC). The creation of a global climate institution is an interactive process between the national and the global level, and therefore the research project analyses China, Japan, the EU, and USA as national actors in a comparative study. It is analysed how the climate problems and resolutions are institutionally anchored on a national level.
