Seminar: Fiscal Illusions – Smoke and Mirrors in Japan’s Public Spending

The Japanese state is often described as small. Nevertheless, many in Japan believe that the state is large, sprawling, and out of control. What are we to make of such differing views?

The seminar will focus on a large off-budget para-state apparatus known as the Fiscal Investment Loan Program (FILP) at the heart of the conundrum. It will provide an overview of the program and discuss its role in a distinctive postwar political bargain, which helped hold the long-ruling Liberal Democratic Party (LDP) together – but which also playes a part in its eventual unraveling.
