Developing Environmental Law in Developing China

The Finnish Center of Chinese Law and Chinese Legal Culture warmly welcomes you to participate in its guest lectures series. The next lecture will be given by QIN Tianbao, Professor of Law at the Research Institute of Environmental Law, Wuhan University.
China’s landmark environmental law, the Environmental Protection Law of the People’s Republic of China (for Trial), was promulgated and implemented in 1979. Since that time, China’s environmental legal system has made significant progress but shortcomings and deficiencies persist. In this lecture, Professor Qin will analyze China’s experience of constructing an environmental legal system from scratch, and make some observations as to how this system can be further improved.
Dr. QIN Tianbao is a Professor of Law Wuhan University, China. At Wuhan University he serves as the Associate Dean for Research and International Affiliations for both School of Law and the Research Institute of Environmental Law, as well as Part-time Professor of the European Studies Centre and the China Institute of Boundary and Ocean Studies.
Among many other positions of responsibility, he is a Legislative Expert for the UNEP Division of Environmental Law and Conventions, Head of the Environmental Rights Department of the Centre of Protection of Rights of Disadvantaged Citizens , and a Legislative Expert for China’s Ministry of Environmental Protection and Ministry of Agriculture.
His current research is focused on laws and policies concerning climate change, energy security, biotechnology and biodiversity, water and ocean, air and water pollution control, and trans-boundary environmental issues. Prof. Qin is the author of several books and more than 60 articles in these fields, and is also co-editor of the IUCN Academy of Environmental Law Journal and Catalan Journal of Environmental Law.
